Three oracles of the LORD’s word move through the chapter, encouraging Zerubbabel the governor and Joshua the high priest that the temple’s latter glory will be greater than the former, turning to priestly rulings on holiness, and closing across 23 verses with the LORD naming Zerubbabel a signet ring.

In the seventh month, in the one and twentieth day of the month The word of the LORD came by Haggai the prophet
Speak now to Zerubbabel the son of Shealtiel, governor of Judah And to Joshua the son of Jehozadak, the high priest And to all the remnant of the people, saying Who is left among you that saw this house in its former glory
And how do you see it now Is it not as nothing in your eyes
Yet now be strong, O Zerubbabel, says the LORD Be strong, O Joshua, son of Jehozadak, the high priest Be strong, all you people of the land, says the LORD And work for I am with you, says the LORD of hosts
The word that I covenanted with you is still in force My spirit abides amongst you, fear not I will shake the heavens and the earth I will overthrow the throne of kingdoms
I will destroy the strength of the kingdoms of the nations I will overthrow the chariots and those who ride in them The horses and their riders shall come down
In that day, says the LORD of hosts Will I take you, O Zerubbabel, my servant And will make you as a signet
The glory of this latter house shall be greater than the former And in this place will I give peace, says the LORD of hosts The treasures of all nations shall come in
And I will fill this house with glory, says the LORD From this day forward I will bless you
